I think ROMAC would be open to starting up a radio show for propaganda helpful information for rifties. He'd probably have to pitch the idea to a couple people before anyone would do anything about it, and they might figure out a way for it to go out only to rifties and ROMAC affiliates, but it could definitely be a thing! Just be warned that when the folks at ROMAC find out about Cecil's power (and Mira can sense powers, so they'll send her by when they start to suspect), they'll pretty much try to use him to mind control the other rifties.
